The Automotive Representatives of the 2013 Two Sessions Conference Held in Beijing

Organized by CAAM, Automotive Representatives of the 2013 Two Sessions Conference was held in China Hall of Science and Technology on March 11th. Mr. Wan Gang (Vice Chairman of CPPCC and Minister of the Ministry of Science and Technology), Mr. Miao Wei (Minister of the Ministry of Industry and Information Technology), Mr. Wang Zhixue (Party Member of the Ministry of Science and Technology and President of Science and Technology Daily), and Mr. Wang Ruixiang (Chairman of China Machinery Industry Federation) attended the conference. Nearly a hundred participants including automotive representatives of the two sessions, CPPCC members, government officials, leaders of automotive-related enterprises and the media attended the conference.

The conference was hosted by the Executive Vice Chairman and Secretary General of CAAM Mr. Dong Yang. He firstly reported the situation of the Seminar on New Energy Vehicles held on Feb. 25th. He pointed that the theme of the conference would be “Develop New Energy Vehicles against Energy and Environmental Problems”. Then he introduced various works which had been done to deal with current environmental problems related to auto industry.

The President of China FAW Group Mr. Xu Jianyi said that the principle of “technical realizable, economic feasible and environmental tolerable” should be obeyed while developing the new energy vehicles. To develop new energy vehicles, on the one hand, the government support is needed; on the other hand,   the barrier of local protectionism should be broken to achieve industrialization scale. The President of BAIC Group Mr. Xu Heyi expressed that the development of new energy vehicles required the joint efforts of the whole society. The State Grid should provide strong support to set up charging facilities, Mr. Xu said. He also hoped the relevant ministries should work together to promote the development of new energy vehicles.
        Mr. Miao Wei said that the development of hybrid electrical vehicles in our country had become more and more mature. The mainstream products could save the fuel by 20%, which were qualified to be popularized nationwide.
        All the participants agreed that new energy vehicles would be the development trend of auto industry. Now, the hybrid technology should be regarded as the mainstream technique for developing the new energy vehicles. Some key technology such as battery, motor power and electronic control, must be solved and have technical breakthrough. Besides, issues on government support, policy guidance and the development environment had also become the hot topics for discussion.

Mr. Wan Gang and Mr. Miao Wei recognized the current development of new energy vehicles and expressed that the government would give full support to its development.

Mr. Miao Wei pointed that the industry of new energy vehicles, which developed from nothing, had achieved a certain scale now. However, there was still a large gap between our technology and international advanced level, especially in some core techniques such as battery and electronic control. Only through development could we solve the problem.
        In conclusion, Mr. Wan Gang pointed that we must attach importance to our advantages and keep pace with the times during the development of new energy vehicles. Except for adhering to give priority of developing pure electrical vehicles and buses, the hybrid electrical vehicles should be promoted through all the cities. To develop new energy vehicles, it was necessary to develop electricity market and create new business pattern. In addition, he suggested that automobile manufacturers should learn to catch the opportunities while fully realizing their achievements and difficulties.
