In order to promote the development and application of road traffic autonomous driving technology and promote the in-depth implementation of the "Smart Vehicle Innovation Development Strategy", the Ministry of Transport recently issued the "Guiding Opinions on Promoting the Development and Application of Road Traffic Autonomous Driving Technology" (hereinafter referred to as the "Guiding Opinions" "). In order to facilitate all parties to understand the relevant background and main content, the "Guiding Opinions" are now interpreted as follows.


1. Development background


Road traffic autonomous driving (hereinafter referred to as “automatic driving”) technology through the organic integration of transportation vehicles, infrastructure and operation control to achieve partial or full automated operation of road traffic is a profound change to traditional transportation and travel modes. One of the focus areas of the new round of technological revolution and industrial transformation. In recent years, autonomous driving technology has developed rapidly, and the enthusiasm for innovation in production, education, research and application is high, and the public is also very concerned about this. In order to implement major strategies such as building a strong transportation country, seize the opportunities of global technology and industrial transformation, and better promote the high-quality development of transportation with cutting-edge technologies, based on in-depth research and extensive consultation, the Ministry has issued the "Guiding Opinions", Research and propose work goals and tasks in the next five years.


2. Main content


The "Guiding Opinions" implement the central innovation-driven development strategy, supported by key technology research and development, guided by application demonstrations in typical scenarios, guaranteed by policies and standards, and in accordance with the principle of "encouraging innovation, diversified development, piloting first, and ensuring safety". Adhering to the problem-oriented approach, four areas and twelve specific tasks were proposed.


One is to strengthen the research and development of autonomous driving technology. Including speeding up research on key common technologies, improving test evaluation methods and testing technology systems, researching mixed traffic monitoring and control methods, and continuing to promote industry research capabilities, etc., and guiding innovation entities to focus on integrated perception, vehicle-road interaction, high-precision space-time services, and intelligence Roadside systems, intelligent computing platforms, network security, testing methods and tools, mixed traffic management, etc. are being tackled to continuously improve the technical system.


The second is to improve the intelligent level of road infrastructure. Including the strengthening of infrastructure intelligent development planning and research, the orderly promotion of infrastructure intelligent construction, etc., promoting the digital transformation and intelligent upgrading of infrastructure, and promoting the interconnection of road infrastructure, vehicles, transportation management and services, and traffic control systems.


The third is to promote pilot and demonstration applications of autonomous driving technology. Including supporting the development of self-driving cargo transportation services, steadily promoting self-driving passenger transportation services, encouraging the development of new self-driving business formats, etc., and encouraging the deepening of technology pilot demonstrations along the path from closed scenarios to open environments, from logistics transportation to passenger transportation. .


The fourth is to improve the support system for autonomous driving. Including strengthening the prevention and control of safety risks, accelerating the creation of a good policy environment, and continuing to promote the construction of a standard and normative system, actively responding to safety issues derived from the application of autonomous driving technology, optimizing the supply of policies and standards, and supporting industrial development.


Three, the next step to consider


The first is to coordinate scientific research resources and carry out research on key technologies for autonomous driving in the industry. The second is to combine the pilot work of building a strong transportation country, guide local planning and organize pilot demonstrations, carry out autonomous driving pilot application demonstration projects, and strive to form a batch of typical projects that are highly integrated with business and can be promoted during the "14th Five-Year Plan" period. The third is to coordinate with the Ministry of Industry and Information Technology, the Ministry of Public Security and other departments, promote the revision of relevant laws and regulations, and gradually establish a system of policies and regulations that adapt to the development of new technologies. The fourth is to encourage all parties to strengthen exchanges and international cooperation in technology, management, standards, and ethics. The fifth is to strengthen the popularization of autonomous driving science and strengthen the construction of autonomous driving safety culture.
